The New York City Housing Development Corporation (HDC) seeks to increase the supply of multi-family housing, stimulate economic growth and revitalize neighborhoods by financing the creation and preservation of affordable housing for low-, moderate-, and middle-income New Yorkers.

The HDC is recruiting for the NYC Housing & Planning Fellowship, a two-year, paid rotational program designed to expose a diverse cohort of rising young professionals (recent graduate students) to city government specifically in the fields of affordable housing, city and neighborhood planning and economic development. The Fellowship is designed to provide direct, professional work experience at HPDHDCDCP and EDC with the shared mission to plan for the future of New York City through the creation and preservation of affordable housing and the promotion of land use and economic development policies that will help the city thrive.

Job Responsibilities:

Rotating assignments may include, but not be limited to, exposure to and projects within the following:

  • HPD/HDC program areas: new construction; preservation; finance (including tax-exempt and taxable bonds); code enforcement; housing litigation (for legal rotation); neighborhood planning; property management and real estate transactions.
  • DCP program areas: technical planning, neighborhood/community planning and strategic Citywide planning
  • EDC program areas: neighborhood and transportation planning; affordable housing; climate change resiliency; real estate and/or economic development transactions
  • Support HPD/HDC/DCP/EDC team members and project managers in their work related to real estate financial and legal documents and processes.
  • Participate in meetings and/or conferences, building relationships with leaders in government, business, nonprofit organizations and academia.
  • Use project management tools and processes to ensure assignments and projects are timely, accurate and meeting expectations.

Required Qualifications:

  • A recent graduate degree with substantial course work/credits specific to public policy, urban studies, planning, management, finance and/or real estate or a related field; or a law degree.  Candidates must have obtained graduate or law degree or plan to graduate by May/June 2025.
  • Demonstrated interest in affordable housing, city planning, neighborhood planning, economic development, architecture, real estate, or transportation
  • Strong interpersonal, verbal, and written communication skills
  • Ability to build relationships with staff, executives, and external partners
  • Strong organizational skills with excellent attention to detail
